Dear Serpell,

Would you please refer to correspond- ence between us about preliminary investigations in connection with the Tai Lam Chung Reservoir project resting with your letter of 21st October?

Some time ago I mentioned to you that we should like to set the recruiting machinery in action in regard to the three engineers the Governor asked us to find for this project. You said you would have no objection, but asked that I should let you have a note saying that we were doing this. I regret that this note has been delayed. I take this opportunity of enclosing a copy of our savingram No.935 of 12th December to the Governor.
